In paragraph 5 of his despatch at 4 the

Governor states that he had reduced the 1939

estimates before they reached the Committee's stage

by the excision of certain items of P.W.E. to the

extent of about three quarters of a million dollars,

due to the fear that revenue might decline. In

paragraph 7, however, he expressed the hope that the

financial outlook in the early part of 1939 would

warrant some of these excised items being

undertaken on the authority of supplementary votes.

A review of the financial situation has

shown that 1938 was after all a more favourable

year than was supposed when the 1939 estimates

were passed, as is evident from the following

figures:-
